The Fiscal Operations Manager contributes to the success of Montana State University. This position performs a wide variety of business processes such as budgeting, financial reporting and accounting.
This position reports to the Department Head and works closely with the department’s Business Operations Manager, Fiscal Shared Services, the College’s Budget and Fiscal Director, HR Business Partner and Fiscal Shared Services. This position is responsible primarily for expense and budget management and analysis, acting as the primary point of contact and problem-solver for some of the more complex client departments as well as leading the annual budget process for a sub-set of client departments.
Duties and Responsibilities
- Independently create new analyses using Excel and/or other appropriate tools.
- Lead the annual budget process for multiple departments and/or at the division level with moderate complexity.
- Create and update offline budget templates to facilitate and document budgeting.
- Analyze prior year data, current year spending, budget variances and inputs from the departments to create the next year’s line item budget.
- Accurately upload the budget into budget tool/software by the deadlines.
- Create detailed documentation of processes and policies; provide training to clients as needed. May include; creation and maintenance of a policy and procedures manual.
- Ensure proper internal controls are in place and followed. Perform work in accordance with and ensure audit compliance with federal, state, university system and granting agency laws, rules, guidelines, procedures and agreements.
- Set up and maintain paper and electronic filing systems for all department records and implement records retention policies.
- Act as the primary liaison with Fiscal Shared Services and act as problem-solver for assigned units with more complex fiscal issues such as unique accounting needs, grant management, extensive funding, or designated accounts with multiple revenue sources, again in close coordination with FSS.
- Provide high-level fiscal management of diverse and significant funds across multiple units.
- Monitor multiple indexes of significant financial impact with varied funding sources, review reports, identify and work with Fiscal Shared Services to correct errors and develop methods to avoid recurring errors.
- Act as a consultant for clients to independently interpret and apply complex policies and procedures.
