Overview of Position
The Human Resources Specialist position provides support to a variety of HR programs and services. The
successful candidate will demonstrate the ability to learn complex software systems (iVisions, HelpCounter, Vector Solutions, PowerSchool Applicant Tracking, Frontline Professional Growth and Absence Management), conduct HR data analysis, provide information and assistance to employees, administrators, job applicants, and the general public, and be a positive, proactive, and contributing member of the Human Resources Team.
Responsibilities/Duties May Include:
1. Coordinate the hiring and registration of licensed and classified substitutes;
2. Manage and maintain the substitute system for educators - Absence Management;
3. Administer and track the staff annual required training system;
4. Manage and maintain the volunteer background check system - HelpCounter;
5. Research, analyze and synthesize data, information, and issues to communicate and report these findings
to Director of Human Resources;
6. Prepare and maintain employment records related to events such as hiring, separations, leaves, transfers,
and retirements for administrative, licensed and/or classified staff;
7. Ensures the entry and accuracy of information input into the Human Resources systems (iVisions,
PowerSchool Applicant Tracking, Frontline Absence Management and Professional Growth, Papervision);
8. Compile and assimilate reports and surveys required by state, federal and other external agencies;
9. Coordinate projects assigned to the department of human resources, monitoring project status and actions
to ensure project completion;
10. Supports school district hiring processes, from position postings to on-boarding new employees;
11. Assists with colleges/universities partnerships to secure intern teacher placements;
12. Prepare and execute large-scale employee recognition events;
13. Maintain personnel and other files using scanning software system;
14. Prepare and present information to small or large groups and assist with employee training;
15. Update and monitor the website for the Department of Human Resources;
16. Cross train job duties between Human Resources Specialists;
17. Compose correspondence as necessary;
18. Perform other duties as assigned.
Essential Knowledge, Skills and Abilities:
1. Ability to perform multiple tasks with the capability to develop skills in order to meet changing job conditions;
2. Knowledge of State and Federal employment laws and regulations, HR legal requirements pertinent to
Oregon Administrative Rules and Oregon Revised Statutes;
3. Extensive knowledge of Microsoft Office programs (Excel and Word) and ability to create and maintain
spreadsheets;
4. Ability to be organized, manage time and resources to perform multiple tasks simultaneously;
5. Ability to maintain professionalism and confidentiality of all district transactions;
6. Ability to collaborate and use initiative and judgment in accomplishing tasks;
7. Strong written and oral communication skills sufficient to perform essential functions;
8. Ability to work harmoniously with others and demonstrate positive conflict resolutions skills;
9. Ability to be flexible and succeed in a sometimes high energy, demanding environment;
10. Ability to take responsibility for professional learning and maintain professional and technical knowledge by
participating in development activities;
11. Ability to provide excellent customer service to all district stakeholders;
12. Must have physical and mental attributes sufficient to perform essential functions and be a contributing
member of a team;
13. Willingness to take on a variety of new and challenging projects;
14. Ability to read and understand policies and follow verbal instructions;
Educational/Vocational Requirements:
A bachelor’s degree in business, human resources or similar area and two years’ experience in similar field of work OR an Associate’s degree and seven years’ experience in similar professional field.

mandate. Primary Location: District Administration Building Salary Range: $63,000 - $67,000 / year Shift Type: 1.0 FTE
